Can I save an unfinished Competency Record?

Yes. If any question is answered as 'No', the record can be saved and the status will be listed as 'Not Yet Competent'. When the Employee is eventually deemed competent in any No questions, they can be changed to Yes and the status will be changed to Competent and Current.
