Why can't I remove some Pre-Operation Check questions?

There are 2 Pre-Operation Check Questions that are mandatory for any Template. These are:

1. Is the piece of equipment safe to operate in its current condition?
2. Defects?

These 2 questions trigger notifications and Defect/Damages tickets so cannot be deleted or edited.
