What happens to a template if the underlying Bank question gets deleted?

Nothing breaks. Bank questions can be deleted (soft-deleted) even while referenced by templates, and existing templates keep resolving that question's text, options, and images normally. It just won't be selectable for new "From Bank" additions going forward.
